I believe they were orginally there to protect the eye - now they are just there so you don't look like powder.

so that we women can enjoy the pain of plucking them! Seriously, they keep sweat and stuff from going in your eyes.
To keep dust and other foreign objects from entering the eye.
Heh- i misread the question. I thought it said "eyelashes".... eyeBROWS stop sweat from entering the eye.
